Ewen Macleod Joins World Refugee & Migration Council

The World Refugee & Migration Council welcomes Ewen Macleod as our newest member of the Council and its Steering Committee. Ewen is a senior humanitarian and development specialist who brings over three decades of policy, management, and operational experience in crisis, fragile, and post-conflict settings across Asia, the Middle East, and Africa. 

Ewen has held leadership roles with the United Nations Refugee Agency (UNHCR), and the European Commission, directing field operations and holding senior headquarters strategy functions. His work focuses on forced displacement, refugee and host community inclusion, social protection, and post-conflict recovery.

At UNHCR, he  served as Principal Adviser, Director a.i., and Country Representative in Afghanistan, overseeing large budgets, complex operations, and institutional reform. More recently he has worked with the World Bank’s Fragility, Conflict and Violence Practice, providing policy, strategy, and project design support on displacement and inclusion. His core competencies include policy dialogue, programme design, evaluation, political economy and vulnerability analysis, security risk management, and evidence systems.

Ewen has led major research and data initiatives, contributed to flagship publications, advised global policy bodies, and holds an MA from Cambridge University. He is a British citizen and is fluent in English, French, Thai and Lao.
