Julieta Castellanos tiene 40 años de experiencia profesional como docente de la Universidad Nacional Autónoma de Honduras (UNAH). Es licenciada en Sociología por la Universidad de Costa Rica (UCR), con estudios de Maestría en Economía y Planificación del Desarrollo de la Universidad Nacional Autónoma de Honduras y Doctora Honoris Causa en Humanidades, otorgado en 2014 por el Trinity College de Hartford, Connecticut, USA.
Entre 2009-2017 Dra. Castellanos fue Rectora de la Universidad Nacional Autónoma de Honduras (UNAH), Presidenta del Consejo de Educación Superior de Honduras, y Vicepresidenta del Consejo Nacional de Educación. Entre 2013 y 2017 fue presidenta para Centroamérica de la Red de Macro universidades de América Latina y El Caribe.
En el año 2010 por nominación del Presidente de la Republica, integró, junto a cuatro miembros más, la Comisión de la Verdad y Reconciliación (CVR), para investigar los hechos que tuvieron como resultado la expulsión del poder del Presidente de la Republica el año 2009 y la posterior crisis política.
Entre 2003 y 2008, en el Programa de las Naciones para el Desarrollo, Dra. Castellanos coordinaba el Programa: Seguridad, Justicia y Cohesión Social. Desde este espacio en coordinación con la Universidad Nacional Autónoma de Honduras se fundó el Observatorio Nacional de la Violencia y el Instituto Universitario en Democracia Paz y Seguridad, asumiendo la Dirección de las dos unidades académicas.
Como investigadora ha participado en una diversidad de proyectos en temas de cohesión social, democracia, paz, justicia y seguridad, en instituciones nacionales e internacionales, entre ellas: Centro de Documentación de Honduras (CEDOH), Programa de las Naciones Unidas para el Desarrollo (PNUD), Fundación Arias Para el Progreso Humano; WOLA: Oficina de Washington para América Latina; y para el Instituto Universitario en Democracia, Paz y Seguridad (IUDPAS).

From 2009 to 2017 Dra. Castellanos was rector of the National Autonomous University of Honduras (UNAH), President of the Higher Education Council of Honduras, and Vice President of the National Education Council. Between 2013 and 2017 she was president for Central America of the Network of Macro Universities of Latin America and the Caribbean.
In 2010, by nomination of the President of the Republic, she joined, along with four other members, the Truth and Reconciliation Commission (CVR), to investigate the events that resulted in the expulsion of the President of the Republic from power in 2009 and the subsequent political crisis.
Between 2003 and 2008 she worked with the United Nations Development Program, coordinating the Security, Justice and Social Cohesion program. From this space, in coordination with the National Autonomous University of Honduras, she founded the National Observatory of Violence and the University Institute for Democracy, Peace and Security, assuming the direction of the two academic units.
As a researcher, she has participated in a variety of projects on issues of social cohesion, democracy, peace, justice and security with national and international institutions, including: Documentation Center of Honduras (CEDOH), United Nations Development Program (UNDP), Arias Foundation for Human Progress; WOLA: Washington Office on Latin America; and for the University Institute for Democracy, Peace and Security (IUDPAS).
