One of the mechanisms used to hold them responsible are sanctions, including freezing the assets of kleptocrats, as has been done to Russian oligarchs in response to the illegal invasion of Ukraine.&nbsp;<\/p>\n\n\n\n<p>The World Refugee &amp; Migration Council proposed in its report <a href=\"https:\/\/wrmcouncil.org\/publications\/a-call-to-action-transforming-the-global-refugee-system\/\"><em>A Call to Action: Transforming the Global Refugee System<\/em><\/a> that these seized assets should be seized and repurposed to assist those forcibly displaced by perpetrators who so often act with impunity, often enriching themselves in the process.&nbsp;<\/p>\n\n\n\n<p>This will increase the amounts available to support the forcibly displaced while enhancing accountability by eliminating the impunity of corrupt leaders.<\/p>\n\n\n\n<p><strong>KEY PUBLICATIONS<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/wrmcouncil.org\/publications\/frozen-russian-assets-and-the-reconstruction-of-ukraine-legal-options\/\">Frozen Russian Assets and the Reconstruction of Ukraine: Legal Options<\/a> [<a href=\"https:\/\/wrmcouncil.org\/wp-content\/uploads\/2022\/07\/Frozen-Russian-Assets-Ukraine-Legal-Options-Report-WRMC-July2022.pdf\">Download PDF<\/a>]<\/li>\n\n\n\n<li><a href=\"https:\/\/wrmcouncil.org\/publications\/research-paper\/repurposing-frozen-assets-to-assist-the-forcibly-displaced\/\">Repurposing Frozen Assets to Assist the Forcibly Displaced \u2014 Research Paper<\/a> [<a href=\"https:\/\/wrmcouncil.org\/wp-content\/uploads\/2020\/06\/WRMC-Research-Paper-Frozen-Assets-Sept2020.pdf\">Download PDF<\/a>]<\/li>\n\n\n\n<li><a href=\"https:\/\/wrmcouncil.org\/publications\/multilateral-action-model-on-reparations\/\">Multilateral Action Model on Reparations \u2014 New Lines Institute w\/ Contributions from WRMC Special Adviser Allan Rock<\/a> [<a href=\"https:\/\/wrmcouncil.org\/wp-content\/uploads\/2023\/01\/Multilateral-Action-Model-on-Reparations-New-Lines-Institute.pdf\">Download PDF<\/a>]<\/li>\n<\/ul>\n\n\n\n<p>As a direct result of the Council&#8217;s proposal, Canada has now implemented the recommendation to not only freeze, but seize and repurpose assets of persons who are responsible for \u201cgross and systematic human rights violations\u2026in a foreign state or acts of significant corruption.\u201d to assist forcibly displaced persons in amendments to the Special Economic Measures Act<strong>. <\/strong>The Act\u2019s amendments<strong> <\/strong>closely resemble the <a href=\"https:\/\/www.parl.ca\/DocumentViewer\/en\/44-1\/bill\/S-217\/first-reading\">Frozen Assets Repurposing Act<\/a> first tabled by Independent Canadian Senator and Council member Ratna Omidvar in the Senate.<\/p>\n\n\n\n<p>The Council continues to promote development of similar legislation around the world and has discussed proposals with officials and legislators in other countries, notably the Federal Republic of Germany and the United Kingdom.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The WRMC calls on governments of countries in which regimes have deposited financial assets to develop appropriate legal measures to confiscate and repurpose such assets for the benefit of the people in the country of origin, including those who have been forced to flee their communities because of the actions by the regime in question.<\/p>\n<cite>From A Call to Action<\/cite><\/blockquote>\n\n\n\n<p>Another mechanism the Council is championing to support repurposing assets is the development of an International Anti-Corruption Court (IACC) \u2014 <a href=\"https:\/\/wrmcouncil.org\/news\/statement\/combating-corruption-internationally-a-top-foreign-policy-priority-for-canadians\/\">an initiative supported by 7\/10 Canadians<\/a>. The IACC would strengthen and enforce international anti-corruption laws against corrupt leaders and have the authority to recover, repatriate and repurpose stolen assets to assist those from whom they were stolen.&nbsp;<\/p>\n\n\n\n<p>The Council successfully persuaded both major political parties in Canada to include the proposal in their election platforms, as well as in the December 2021 <a href=\"https:\/\/pm.gc.ca\/en\/mandate-letters\/2021\/12\/16\/minister-foreign-affairs-mandate-letter\">Mandate Letter to the Minister of Foreign Affairs<\/a>. In addition to the Canadian government, the WRMC, along with partner <a href=\"http:\/\/integrityinitiatives.org\/\">Integrity Initiatives International<\/a>, has discussed this proposal with delegations from the United Kingdom, France, the United States, and the Netherlands.<\/p>\n\n\n\n<p>Below you will find in-depth information from on the repurposing of frozen and seized assets to officials who exploit their positions for personal gain at the expense of society and in violation of human rights.&nbsp;<\/p>\n<\/div><\/div>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-group alignwide\"><div class=\"wp-block-group__inner-container is-layout-flow wp-block-group-is-layout-flow\">\n<div class=\"wp-block-media-text alignwide is-stacked-on-mobile\"
