Initi\u00e9 par le Conseil mondial des r\u00e9fugi\u00e9s et la migration avec le Center for U.S.-Mexican Studies, El Colegio de M\u00e9xico, le Migration Policy Institute et l'Inter-American Dialogue, et soutenu par le gouvernement du Canada, le groupe de travail s'est r\u00e9uni tous les mois depuis mai 2021 pour \u00e9laborer des recommandations concr\u00e8tes en vue d'une action collective et r\u00e9gionale visant \u00e0 r\u00e9pondre aux besoins imm\u00e9diats des migrants et aux probl\u00e8mes de s\u00e9curit\u00e9 \u00e9conomique et de gouvernance \u00e0 plus long terme qui poussent les migrants et les demandeurs d'asile \u00e0 entreprendre des voyages souvent p\u00e9rilleux vers l'Am\u00e9rique du Nord.<\/p>\n\n\n\n<p>This has been an intensive, consultative process. The Task Force has consulted with academic experts, civil society and private sector representatives, government officials, and UN representatives in developing its recommendations. Smaller working groups grappled with specific issues \u2014 from humanitarian protection in the region to the development of alternative migration pathways. Five interim reports have been issued which provide both analysis and suggested actions. Research has been commissioned and 12 research papers have been published.&nbsp;<\/p>\n\n\n\n<p>Les recommandations de haut niveau du groupe de travail sont les suivantes :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\uf0a7\tUne approche globale, strat\u00e9gique et r\u00e9gionale est n\u00e9cessaire pour traiter la migration en provenance du nord de l'Am\u00e9rique centrale. Aucun pays ne peut \u00e0 lui seul faire face aux complexit\u00e9s de cette migration. Les gouvernements d'Am\u00e9rique centrale, ainsi que la soci\u00e9t\u00e9 civile et le secteur priv\u00e9, doivent intensifier leurs efforts pour s'attaquer aux facteurs politiques et \u00e9conomiques syst\u00e9miques qui ont conduit des millions de Centram\u00e9ricains \u00e0 quitter leur pays.<\/li>\n\n\n\n<li>\uf0a7\tLes gouvernements du nord de l'Am\u00e9rique centrale doivent s'attaquer aux moteurs politiques, \u00e9conomiques et institutionnels de la migration. Il n'y a pas de solution miracle pour s'attaquer aux moteurs de la migration ; des changements politiques, institutionnels et \u00e9conomiques fondamentaux sont n\u00e9cessaires. Si les investissements \u00e9trangers dans les \u00e9conomies d'Am\u00e9rique centrale sont n\u00e9cessaires, les probl\u00e8mes syst\u00e9miques de volont\u00e9 politique et de corruption doivent \u00eatre abord\u00e9s pour r\u00e9duire le risque politique. Le respect des droits de l'homme et de l'\u00c9tat de droit est n\u00e9cessaire pour assurer la s\u00e9curit\u00e9 humaine et l'\u00e9ducation, et les soins de sant\u00e9 et les infrastructures sociales doivent \u00eatre renforc\u00e9s. Cela demandera du temps et du courage politique. Si les gouvernements des pays d'origine des migrants doivent faire preuve d'une volont\u00e9 de changement, les autres gouvernements de la r\u00e9gion doivent s'engager pour soutenir ces efforts.&nbsp;<\/li>\n\n\n\n<li>Les \u00c9tats-Unis, le Canada et le Mexique doivent multiplier les voies l\u00e9gales de migration des Centram\u00e9ricains\u2014tant par la migration de travail que par les voies de protection. Les Centram\u00e9ricains migrent par des moyens irr\u00e9guliers parce qu'il n'y a tout simplement pas assez de voies l\u00e9gales pour migrer.<\/li>\n\n\n\n<li>\uf0a7\tTous les acteurs r\u00e9gionaux\u2014des gouvernements d'Am\u00e9rique centrale aux donateurs, en passant par les ONG internationales et les institutions financi\u00e8res\u2014doivent trouver des moyens de soutenir l'engagement actif de la soci\u00e9t\u00e9 civile dans la lutte contre les moteurs de la migration, le soutien aux migrants et aux rapatri\u00e9s, et le plaidoyer en faveur des changements politiques n\u00e9cessaires. Les acteurs de la soci\u00e9t\u00e9 civile jouent un r\u00f4le humanitaire courageux dans la r\u00e9gion, mais ils sont menac\u00e9s et manquent de ressources.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>Le groupe de travail a \u00e9labor\u00e9 70 recommandations avec plus de 80 pages d'informations de base dans des rapports interm\u00e9diaires sur des aspects sp\u00e9cifiques de la migration en Am\u00e9rique centrale. Dans ce rapport de synth\u00e8se, nous mettons en \u00e9vidence quelques recommandations dans chacun des six domaines d'intervention, y compris les recommandations qui peuvent \u00eatre mises en \u0153uvre dans les prochains mois ainsi que celles qui donneront des r\u00e9sultats \u00e0 plus long terme, mais qui doivent \u00eatre lanc\u00e9es d\u00e8s maintenant. Nous comprenons que les dirigeants politiques ont besoin d'\u00eatre per\u00e7us comme prenant des mesures imm\u00e9diates. Bien qu'il puisse \u00eatre politiquement opportun de reporter les actions dont les effets seront probablement visibles dans plusieurs ann\u00e9es, si des mesures ne sont pas prises pour s'attaquer aux moteurs \u00e0 long terme de la migration, les pressions continueront de cro\u00eetre. Nous pensons que tous les gouvernements de la r\u00e9gion ont la responsabilit\u00e9 de prendre des mesures qui r\u00e9duiront les pressions exerc\u00e9es sur les Centram\u00e9ricains pour qu'ils quittent leur pays et de soutenir ceux qui \u00e9migrent. Plus important encore, nous pensons que ces actions doivent \u00eatre prises de concert et par les pays de la r\u00e9gion travaillant ensemble.<\/p>\n\n\n\n<p>Les sections suivantes pr\u00e9sentent les principales recommandations pour chacun des six domaines d'int\u00e9r\u00eat du groupe de travail :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>D\u00e9velopper une approche r\u00e9gionale globale et strat\u00e9gique de la migration en Am\u00e9rique centrale<\/li>\n\n\n\n<li>Prot\u00e9ger les femmes, les enfants, les populations autochtones et les personnes d\u00e9plac\u00e9es dans le nord de l'Am\u00e9rique centrale<\/li>\n\n\n\n<li>D\u00e9velopper des voies de migration alternatives<\/li>\n\n\n\n<li>S'attaquer aux moteurs politico-institutionnels de la migration<\/li>\n\n\n\n<li>S'attaquer aux facteurs \u00e9conomiques et environnementaux de la migration dans le nord de l'Am\u00e9rique centrale<\/li>\n\n\n\n<li>Changer le r\u00e9cit et soutenir l'int\u00e9gration<\/li>\n<\/ul>\n\n\n\n<p>Les recommandations cl\u00e9s de chacune de ces sections ont \u00e9t\u00e9 \u00e9labor\u00e9es sur la base d'une s\u00e9rie de documents de recherche correspondants command\u00e9s par le groupe de travail, ainsi que de rapports int\u00e9rimaires d\u00e9taill\u00e9s contenant des recommandations suppl\u00e9mentaires. Tous les documents sont disponibles, en anglais et\/ou espa\u00f1ol, sur le site Web du groupe de travail sur la migration en Am\u00e9rique du Nord et centrale \u00e0 l'adresse&nbsp;<a href=\"https:\/\/wrmcouncil.org\/fr\/\">wrmcouncil.org\/TaskForce<\/a>.<\/p>\n\n\n\n<p>S'attaquer aux moteurs de la migration, prot\u00e9ger les personnes dans la r\u00e9gion et faire respecter les droits des migrants \u00e0 toutes les \u00e9tapes de leur voyage ne sont pas des t\u00e2ches pour les timor\u00e9s ! Il faut de la volont\u00e9 politique, des ressources \u00e9conomiques et une pens\u00e9e cr\u00e9ative. Mais la Task Force est convaincue que le capital humain, politique et financier existe dans la r\u00e9gion pour relever ces d\u00e9fis.
