Si bien buena parte del trabajo del Grupo se enfocar\u00e1 en las causas m\u00e1s profundas de la migraci\u00f3n, incluyendo los factores econ\u00f3micos y ambientales, las urgentes necesidades de protecci\u00f3n, exacerbadas por la pandemia de Covid-19 y los huracanes consecutivos, nos han llevado a considerar la protecci\u00f3n humanitaria en la regi\u00f3n como nuestro primer tema de inter\u00e9s. Sugerimos un enfoque multinivel, que cubra toda la ruta migratoria, desde el origen hasta el destino, para proporcionar protecci\u00f3n a las personas en sus propias comunidades, cuando son desplazadas dentro de su pa\u00eds, cuando se encuentran en tr\u00e1nsito en otros pa\u00edses y cuando buscan protecci\u00f3n en pa\u00edses, ya sea vecinos o distantes.<\/p>\n\n\n\n<p>Aunque la funci\u00f3n principal de los gobiernos es garantizar la seguridad de sus ciudadanos, en ocasiones no pueden o no quieren hacerlo. Por ello, las organizaciones de la sociedad civil desempe\u00f1an un papel clave en la protecci\u00f3n y la asistencia de poblaciones en situaci\u00f3n de riesgo. El Grupo de Trabajo reitera que la sociedad civil es indispensable para atacar estos problemas y exhorta a los gobiernos a reconocer las fortalezas de la sociedad civil como una expresi\u00f3n de gobernanza democr\u00e1tica.<\/p>\n\n\n\n<p>Al estudiar el tema de protecci\u00f3n humanitaria en la regi\u00f3n, nos enfocamos en cuatro dimensiones y desarrollamos recomendaciones para cada una de ellas, tanto para gobiernos como para actores internacionales y la sociedad civil.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Protecci\u00f3n de mujeres, ni\u00f1os y otros grupos altamente vulnerables en Centroam\u00e9rica y M\u00e9xico.<\/strong><strong>&nbsp;<\/strong>Dados los altos niveles de amenaza hacia mujeres y ni\u00f1os, hacemos un llamado a desarrollar un consorcio de mujeres centroamericanas, que lidere los esfuerzos para dise\u00f1ar estrategias e implementar programas  en apoyo de las mujeres, las ni\u00f1as y los ni\u00f1os. Exhortamos a los gobiernos y a la sociedad civil a que tomen medidas adicionales para proteger a estos grupos, incluyendo el despliegue inmediato de misiones regionales de observaci\u00f3n sobre la protecci\u00f3n de los ni\u00f1os.<\/li><li><strong>Mayor atenci\u00f3n al desplazamiento forzado interno.<\/strong>&nbsp;Mientras que los migrantes transfronterizos reciben mucha atenci\u00f3n, las personas desplazadas internas (PDI) han pasado pr\u00e1cticamente desapercibidas. Por esta raz\u00f3n, hacemos un llamado a los gobiernos de la regi\u00f3n para que dise\u00f1en e implementen pol\u00edticas para proteger y apoyar a las PDI. Tambi\u00e9n exhortamos a los actores internacionales a que apoyen y protejan a las organizaciones de la sociedad civil que trabajan con PDI y otras v\u00edctimas de violencia.<\/li><li><strong>Fortalecimiento de las leyes y la capacidad de asilo en toda la regi\u00f3n.&nbsp;<\/strong>Protecci\u00f3n de las personas migrantes en tr\u00e1nsito.<\/li><li><strong>Protecting migrants in transit.<\/strong>&nbsp;Dado lo peligroso del trayecto migratorio, exhortamos a los gobiernos de todos los pa\u00edses de tr\u00e1nsito a tomar todas las medidas posibles para garantizar la seguridad de las personas migrantes, incluyendo el acceso a vacunas contra la Covid-19. Asimismo, los instamos a continuar sosteniendo los esfuerzos de la sociedad civil en apoyo de esta poblaci\u00f3n.<strong><\/strong><\/li><\/ul>\n\n\n\n<p>Proteger a las personas de la regi\u00f3n es un paso que puede y debe darse ahora. Atender temas de largo plazo, tales como la pobreza, la gobernanza, las pandillas, el cambio ambiental y la corrupci\u00f3n, es esencial para reducir la necesidad de grandes cantidades de personas de dejar sus pa\u00edses. Estos asuntos ser\u00e1n atendidos m\u00e1s adelante por el Grupo de Trabajo. Mientras estas causas profundas no se corrijan, es posible que muchas personas centroamericanas contin\u00faen sintiendo la necesidad de dejar sus pa\u00edses atr\u00e1s.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p>El&nbsp;<a href=\"https:\/\/wrmcouncil.org\/es\/grupo-de-trabajo-centro-norteamerica-sobre-migracion\/\">Grupo de Trabajo de Centro y Norteam\u00e9rica sobre Migraci\u00f3n<\/a>&nbsp;es un foro no gubernamental de acad\u00e9micos, l\u00edderes de la sociedad civil y del mundo empresarial, y antiguos responsables pol\u00edticos en di\u00e1logo con funcionarios gubernamentales actuales, creado para facilitar un di\u00e1logo de soluciones ampliamente impulsado entre los pa\u00edses implicados en la crisis de la migraci\u00f3n y el desplazamiento forzado en la regi\u00f3n.
