Current responses that prioritize life-saving\u00a0aid, shift support to local partners and improve\u00a0efficiency are necessary, but they are insufficient for\u00a0protracted crises and do not address the structural drivers of aid dependence.\u00a0<\/p>\n<p>This report describes the\u00a0scale of the challenge, with a particular focus on\u00a0humanitarian responses for refugees and internally\u00a0displaced persons and argues that the system must be\u00a0rethought to make it more efficient, more effective and\u00a0better tailored to the contexts in which it operates. With\u00a0traditional leadership receding, middle powers must\u00a0step up. They cannot replace lost U.S. dollars, but they\u00a0can build the coalitions that make every dollar go<br \/>further.\u00a0<\/p>\n<p>The launch of Partners for Multilateralism at\u00a0this year\u2019s UN General Assembly shows the appetite is\u00a0there. Forced displacement is where that commitment\u00a0should be tested first.
